Free scanning has been a hot topic since Microsoft Defender updated its guidelines and posted a Defender blog article about this in January of 2018.  The meaning of this most recent change is industry-changing for many app vendors.  And Bing has recently used these guidelines to target some CleanApps.org members.  It is safe to assume that enforcement by other regulators such as the AV community will begin as well.
